The Programmatic and Systematic Impacts of The Procurement Processes of SC First Steps to School Readiness As a Non-Self Governing State Agency

Burrell, Tekethia L.
South Carolina Certified Public Manager Program
Abstract
The goal of this project is to determine if the factors that have been a hindrance to our procurement processes are a result of being a non-self-governing agency and, if so, what changes are needed to create a resolution. The methodology and approach to obtain unbiased results are to compare the infrastructure of First Steps to three self-governing agencies (The SC Department of Education (DOE), the SC Department of Health and Environmental Control (DHEC), and the SC Department of Mental Health (DMH)). Having a complex view of each procurement system will identify what, where, when, and who is needed for process improvement.
