Alex; South Carolina Certified Public Manager ProgramThe State of South Carolina currently does not offer a standard and equitable way for state employees to access the services of an Employee Assistance Program (EAP) and the goal of this project is to explore the feasibility of creating a centralized process that could provide EAP services that would benefit all state employees.Publication Uniformity in Criminal Docket Management in South Carolina(2023-02-03) Taaffe, Leslie; South Carolina Certified Public Manager ProgramThis project assesses uniformity in criminal docket management and how Circuit Court Judges and clerks of court (in conjunction with other stakeholders) play a large part in the effective management of the criminal docket. Studying this matter will determine if implementation of a more uniform method of criminal docket management across the state will enhance judicial efficiency and reduce the number of pending criminal cases.Publication The Programmatic and Systematic Impacts of The Procurement Processes of SC First Steps to School Readiness As a Non-Self Governing State Agency(2023-01-16) Burrell, Tekethia L.; South Carolina Certified Public Manager ProgramThe goal of this project is to determine if the factors that have been a hindrance to our procurement processes are a result of being a non-self-governing agency and, if so, what changes are needed to create a resolution. The methodology and approach to obtain unbiased results are to compare the infrastructure of First Steps to three self-governing agencies (The SC Department of Education (DOE), the SC Department of Health and Environmental Control (DHEC), and the SC Department of Mental Health (DMH)). This projects examines how to best implement profesional developmentPublication The Metamorphosis of Training: The Electronic Products Edition(2023-02-14) James, Abigail A.; South Carolina Certified Public Manager ProgramThis project looks at how advances are effective for streamlining work processes with possible retention capabilities for current staff and appeal to new employees, inspector training remains an ongoing challenge. With current training completion taking six to twelve months, to ensure Electronic Products’ support of the agency’s vision, innovative, out of the box methods of decreasing training times while maintaining the quality of the training program must be explored.Publication Succession Planning for Future Leaders(2023-03-03) Frye, Ron B.; South Carolina Certified Public Manager ProgramSuccession planning is a proactive approach to a long-term plan and will strengthen SC Housing’s overall capability by creating and maintaining a plan to ensure healthy bench strength for key leadership positions. This project examines succession planning, specifically at the South Carolina State Housing Finance and Development Authority (SC Housing).Publication A Study of the SCDOT Professional Services Executive Signature Process(2023-01-23) Pizzuti, Nicholas C.; South Carolina Certified Public Manager ProgramWith the increased use of professional services contracts comes an increase in time needed for project delivery. Currently it takes 11-12 approval signatures to execute a SCDOT professional services contract. This project evaluates if a new signature approval process is needed to improve efficiency. Any improvement in this process could expedite project delivery, thereby making travel in South Carolina safer.Publication Streamlining the Graphics and OMO Request Process(2023-03-21) Elmore, Jessica L.; South Carolina Certified Public Manager ProgramThe graphics request process has not adequately evolved to incorporate the other Office of Media and Outreach (OMO) sections. This project examines how to streamline the graphics and OMO process to solve this problem.Publication Streamlining the Financial Reporting Process for Federal Funding(2023-02-06) Crumpton, Carlos; South Carolina Certified Public Manager ProgramThis Certified Program Manager (CPM) project seeks to investigate South Carolina Department of Health and Human Services (SCDHHS)’s current policies and procedures for submitting financial requests to the federal government. The project will also look at ways to better streamline the process in order to: reduce the potential for human error, avoid audit findings, and lower the risk of future reductions in Federal funding.Publication SC State 1890 Extension Operating Guidelines for Pre-Collegiate Youth Programs(2023-03-15) Owens, III, Boyd W.; South Carolina Certified Public Manager ProgramThe Cooperative Extension Program at SC State University provides programs to over ten-thousand youth annually. Conducting programs with this many participants without guides in place could lead the institution open to vulnerabilities, endangerment of program participants, and the possibility of litigation. To ensure that these programs are being conducted in a manner that is safe and to the standards of the institution, there is a need to have a policy in place. This project examiens how to solve this probelem with operating guidelines.Publication SC OSHA Safety Citation Issuance Process Improvement(2023-02-03) Hall, Tammy; South Carolina Certified Public Manager ProgramImproving the turnaround time for SC Occupational Safety and Health Administration (SC OSHA) safety reports from the time the inspection is opened until the date citations are issued to employers is of importance because South Carolina Code of State Regulations requires the Compliance Manager or his designee to issue any citations with reasonable promptness after the termination of the inspection. The goal of South Carolina Department of Labor, Licensing, and Regulation is to make South Carolina a safe place to work and live. This project examines how to improve the process.Publication Re-Imagining Re-Entry: A Journey “HOME” from Juvenile Justice(2023-03-22) Franklin, Jeremy L.; South Carolina Certified Public Manager ProgramYouth at South Carolina Department of Juvenile Justice (DJJ) can participate in their rehabilitation and restorative journey. There is a gap between the rehabilitation provided and the ways in which they return to the juvenile justice system from the community. Thus, in this porject data was collected to gain understanding and awareness of reentry programs represented throughout various states.Publication Improving the South Carolina Department of Transportation’s Process for Environmental Justice Screening(2023-01) Long, Chad C.; South Carolina Certified Public Manager ProgramThe impacts of past transportation decisions on minority and low-income populations are observable across most any interstate constructed within an urban environment of our country. SCDOT does not have a standardized process for screening impacts to Environmental Justice (EJ) communities. The goal of this project is to identify a set of best management practices for screening and evaluating impacts to EJ communities. The project will also evaluate current web applications for developing demographic and community profiles that can be used to assess impacts to EJ communities and enhance community outreach. The overall project goal is to identify a process improvement that SCDOT’s environmental office can implement to 1) screen for and analyze EJ impacts and 2) enhance the Department’s public engagement strategies.Publication Improving the Shared Services Accounts Payable Process(2023-02-06) Hunt, Kendra; South Carolina Certified Public Manager ProgramAdmin Finance is currently responsible for Accounts Payable (AP) processing for all Admin divisions as well as nineteen (19) additional state agencies that participate in the Shared Services program. The focus of this project is to identify opportunities for improvement for the training of Forestry Commission officers that keep these officers safe and maintains the highest level of professionalism.Publication Improving the Construction Process in Disaster Recovery(2023-01-20) Sharpe, Scott; South Carolina Certified Public Manager ProgramThe South Carolina Office of Resilience (SCOR) received Community Development Block Grants – Disaster Recovery (CDBG-DR) following the Flood in 2015 and Hurricane Matthew in 2016. The goal was to provide a safe, sanitary, and secure home for the citizen. This project examines how improving the construction process to reduce the number of days out of the home would benefit citizens in current and future rehabilitation programs.Publication Getting the Most out of your Design Field Review Meetings(2023-01-17) Dix, Brian; South Carolina Certified Public Manager ProgramA design field review is the process in which the project team reviews the design of a project at the field site during the design phase. The review typically happens on the project site as a meeting with all subject matter experts. The goal of the DFR is to identify major issues and make revisions early in the project development process. This project exams how the agency could benefit from a more standardized process for DFR meetings to ensure all aspects of the project are discussed and documented to identify potential issues as early as possible during the development of a project.Publication Feasibility and Cost of Yearly Raised Pavement Marker Replacement(2023-02-06) Mobley, Melanie; South Carolina Certified Public Manager ProgramThis research project intends to quantify the cost of placing Raised Pavement Markers (RPM)s on roadways to determine the feasibility of a yearly program to place RPMs on all non‐interstate roads subjected to inclement winter weather operations. To determine the cost effectiveness of SCDOT’s current RPM choice, three other states’ practices were evaluated.Publication Establishing a Training Program for New Dozer Operators for the S.C. Forestry Commission(2022-09) Holt, Jr., James Ron; South Carolina Certified Public Manager ProgramThis project was initiated to determine if there was a need and a desire to have a new dozer operator training program that would be consistent throughout the agency, which leads to the question how can the S.C. Forestry Commission establish a standard new operator training curriculum that would effectively and efficiently prepare them as dozer/tractor plow operators that are used for wildland fire suppression? This project collections data to figure this out.
