Abstract
Agencies have different degrees of knowledge, experience, staff, and workload which can all create challenges and delays implementing the procurement process. Each agency has created a facilities staff to oversee the administration of construction projects for their campuses. Some agencies are larger than others regarding the size of their staff, as well as the campus that they operate. The size and age of the campus can directly affect the number of construction projects, as well as the size of the staff. With the proper knowledge, training and resources, and the assistance of OSE [Office of State Engineer], implementing the procurement process should result in improved engagement and workflow for the client.
