Abstract
A growing number of states are making policy decisions requiring the retention of third graders who lack adequate reading skills. According to the Education Commission of the States, 32 states now have statutes in place intended to improve reading proficiency by the end of the third grade. Many states have based their plans on Florida’s experiences with retention policies tied to reading.
