Abstract
The Data Oversight Council believes in a policy of access that allows the broadest possible use of information resources for consumers, purchasers, health care facilities, health care insurers, health care professionals, researchers, and governmental agencies. State and federal regulations, as well as statutes and the nature of the data necessitates that measures be taken to ensure data security and quality. This need for security and quality in health care information systems and data encompasses two fundamental goals: confidentiality and integrity.
