Byrnes made a speech to the South Carolina Education Association about changes in the state educational system such as closing schools, increased busing, and bond allocations of $94 million for school building construction. The governor also references the Briggs v. Elliott school segregation case and discusses the impact of desegregation in South Carolina schools.
