The SC Employment First Study Committee was charged with looking at the need for Employment First legislation. It is clear that Employment First legislation is significantly needed to develop strong public policy at the state level and to systematically address the barriers that are preventing South Carolinians from being employed. South Carolina should take its first step to prioritize "employment as the first option" when designing policies, programs, and investments to support the employment of South Carolinians with disabilities.
