The objectives for this review were to: Document total state and federal expenditures on South Carolina’s BabyNet program. Review whether federal and state funds authorized for the BabyNet program have been spent only on the BabyNet program. Document how BabyNet providers are selected and compensated and what services they provide. Review South Carolina’s efforts to comply with Part C of the federal Individuals with Disabilities Education Act. Document the ages at which children enter the BabyNet system and post-BabyNet systems.
