The Council examined the methods by which USC-affiliated foundations select board members and raise funds. It found that USC spends state appropriations to raise funds for two foundations. For another foundation, surplus fees generated by USC faculty are transferred to a foundation. It could find no authority in state law which allows state agencies to use state resources to raise funds for private foundations.DocumentCopyright status undetermined.
