A Comprehensive Study of SCDOT’s application of the Value Engineering Process

Abstract
Value Engineering (VE) is defined by the Federal Highway Administration as "a systematic process of review and analysis of a project, during the concept and design phases, by a multidiscipline team of persons not involved in the project, that is conducted to provide recommendations. For the South Carolina Department of Transportation (SCDOT), an effective VE process is important for optimizing project outcomes and ensuring the efficient use of resources. This project was chosen because SCDOT could improve on the current VE process by improving its current timing and other challenges.
