Abstract
In each river basin, a River Basin Council (RBC) is established and tasked with developing a plan that fairly and adequately addresses the needs and concerns of all water users following a cooperative, consensus driven approach. The Upper Savannah River basin is the fifth of the eight river basins to begin and complete the process that culminated in developing this plan. River basin planning is expected to be an ongoing, long-term process, and this plan will be updated every 5 years. This is currently the first draft of the report.
