    This brief summarizes a review and analysis of the South Carolina public K-12 education laws, with a view towards determining what power and flexibility currently exists, and what changes might be necessary to promote further innovation in our schools. This white paper starts with a review of the current flexibility authorization and some issues with each. Then the discussion turns to the major barriers faced by innovative educators: time, attendance, certification, instruction, class size, and finance. Proposals for removing some of those barriers are suggested in the third section.
