    The Chief of Staff is responsible for approving or authorizing all Professional Service contracts and agreements for the South Carolina Department of Health and Environmental Control. The procedures for processing and developing these contracts are located in the Procurement Procedures Manual, Section 40. The purpose of this project was to evaluate the process and determine if any changes could be made to increase the efficiency of process and improve customer service
