This regulation implements the provisions of Section 44-53-10, et seq., of the S.C. Code of Laws, 1976,
as amended. It establishes the requirements necessary to ensure the appropriate security, authority and
accountability with regard to the possession, manufacture, dispensing, administering, use and distribution
of controlled substances in South Carolina.
