At the request of the City of Aiken, the Strom Thurmond Institute analyzed the impact of population growth on
the finances of Aiken municipal government over a twenty-year period. The Institute produced
fiscal impact estimates for the City’s general government operations, the operations of
its water and sewer utility, and the operations of its stormwater utility.
