For the 2014 Program Year, the State estimates it will receive $27.1 million in funding from the
U.S. Department of Housing and Urban Development (HUD). The four federally-funded HUD
programs covered by this Action Plan are (in alphabetical order): Community Development
Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships
(HOME) and Housing Opportunities for Persons with AIDS (HOPWA). Funds for CDBG and
HOME have been significantly reduced over the past several years, and this trend is expected to
continue in 2014. As resources have shrunk, needs have been prioritized and investments
targeted to achieve the greatest impact on the goals and objectives identified in the State’s
Consolidated Plan.
