The federal American Rescue Plan Act of 2021 (ARPA) directed Coronavirus Fiscal Recovery Funds to both state and local governments as part of a larger effort to combat the effects of the COVID-19 pandemic, including public health and economic impacts. In May 2022, the SC General Assembly allocated $900M of these funds to the SC Rural Infrastructure Authority for distribution primarily through a competitive grant process. The activities eligible to be paid for with SCIPP grant funds are construction and related non-construction costs for water, wastewater and storm water projects defined as eligible by the ARPA legislation.
