This report discusses the South Carolina public library buildings that were funded by the LSCA Title II grants between the years 1986-1990.
All Library Services and Construction Act Title II grants require recipients to meet certain qualifications. A library must be legally established, meet requirements for state and federal aid, and demonstrate need. Priority and the amount of the grant are based on the type of library (headquarters or branch) and the population served. The county must provide matching funds to complete total construction costs and must make a commitment to provide adequate local funds of maintenance and operation of the library.
