    On behalf of the South Carolina Department of Disabilities and Special Needs (DDSN), this is a draft Strategic Plan. DDSN calls this plan a Journey to Help South Carolinians with Disabilities to Live their Best Lives. The plan reflects the ongoing commitment to strive for the best in everything DDSN does. The guiding principle to the development of this plan is how DDSN can support people with disabilities to live their best lives. The DDSN service delivery system is in a constant state of change, which sometimes makes it a challenge to be proactive in creating long-term solutions to help people live the lives they wish. This plan is intended to help accomplish that.

    Risk management expectations

    DDSN and its provider network have a responsibility to prevent, as much as possible, the occurrence of unfavorable events in the lives of people served. Examples of unfavorable events for people supported include the following: abuse, mistreatment, exploitation, critical incidents, accidents/injuries, medication errors, preventable illnesses, preventable restraints, and preventable deaths. It is very important that service providers have reliable systems for reporting, analyzing, and following up on unfavorable events for people supported.

    Independent Living Skills (ILS) Program Standards

    Independent Living Skills (ILS) are services that develop, maintain and improve the community living skills of a waiver participant. The service includes direct training from a qualified staff person to address the identified skill development needs of a waiver participant in the areas of: communication skills, community living and mobility, interpersonal skills, reduction/elimination of problem behavior, self-care, and sensory/motor development involved in acquiring functional skills. ILS training must be provided in either the participant’s home, or community settings typically used by the general public.
