In 1975, a group of black citizens in South Carolina organized The Coalition for the Concerns of Blacks in Postsecondary Education (CCBE) in South Carolina. Through small grants from the
Southern Education Foundation and the South Carolina Committee for the Humanities, as
well as through private donations, CCBE has held eight grass-roots meetings across the state,
held three state-wide meetings in Columbia, made numerous appearances on television and
radio, conducted a state-wide survey on issues concerning Blacks in higher education in
South Carolina, and published two substantial reports. This report, Report No. 3, is CCBE’s
response to the criteria as submitted by the federal Department of Health, Education, and Welfare. Statistics provided include enrollment, faculty and employment, and library data.
