    The GREAT TOWN program (GREAT = GOVERNOR'S RURAL ECONOMIC ACHIEVEMENT TROPHY), initiated in 1976 by the South Carolina State Development Board, is a self-help program for communities with a population of less than 15,000. The towns voluntarily choose to enter the program and through broad community participation, achieve the standards of preparation excellence established by the State Development Board. The purpose is to help the small towns organize an industrial development program and enhance their ability to successfully support industrial development.
