Description

This report by the Legislative Audit Council reviews the S.C. Public Service Commission. In general, the Public Service Commission was found to have made significant efforts to operate more effectively during the past five years of increased regulatory activity. However, the Council identified weaknesses in the Commission's operations and found that the regulatory system within which the Commission must function places severe limitations on the ability of the Commission to serve the public interest effectively.
