dc.descriptionThis is a follow-up of the 2007 audit, A Review of the South Carolina Guardian ad Litem Program. The report included a review of the program’s background, funding, performance in fulfilling its mission, human resources management, and operations. The Council found that the program did not provide guardians to approximately half of the children in abuse and neglect proceedings. In addition, the program had neither stable nor sufficient funding. Program leadership did not adequately emphasize volunteer recruitment and instead allowed staff to serve as GALs.
