    This report by the Legislative Audit Council reviews the Home Energy Assistance Program. Some problems encountered were HEAP application form needs improvement, interagency cooperation needs improvement, client outreach needs improvement and training of local staff needs improvement. Many of these problems were primarily due to the slowness of the Federal Government in funding and promulgating regulations for HEAP.
