The State Inspector General initiated its investigation based on the results of a 2013 US-DHHS review of Head Start programs at Piedmont Community Action, as well as credible complaints from concerned stakeholders of mismanagement at Piedmont Community Action. Piedmont Community Action is a non-profit organization receiving federal grants administered by the Office of Economic Opportunity. This paper is the result of that investigation.
