    Annual report of financial impact of videoconferencing activities period covered: July 2021 - December 2022

    During fiscal year 2022, the Public Service Commission of South Carolina conducted most hearings using videoconferencing as a means of all parties’ participation in the proceedings. The Commission had begun videoconferencing just before the COVID-19 pandemic. Over the past three years as the pandemic has progressed, livestreaming of Commission hearings, business meetings, and consultant interviews has increased significantly. Livestream data is compared for fiscal years 2019-2020 through 2021-2022.

    This guide will not answer all your questions about what you need to do to represent yourself effectively as a pro se litigant; however, the guide outlines how you, as an individual representing yourself, may initiate or participate in a proceeding before the Commission. It also provides some general guidance on the hearing process associated with cases that come before the Commission.

    Public Service Commission of South Carolina annual report to the State Regulation of Public Utilities Review Committee Fiscal Year 2019-2020

    The Public Service Commission of South Carolina is responsible for regulating the rates and services of investor-owned public utilities in the state, encompassing the electric, gas, telecommunications, transportation, water, and wastewater industries. With over 100 years of service to the state of South Carolina, the PSC establishes just and reasonable standards for their rates and services. The mission of the PSC is to serve the public by providing open and effective regulation and adjudication of the state’s public utilities, through consistent administration of the law and regulatory process. This annual report highlights the efforts for achieving its mission.

    Before the Public Service Commission of South Carolina docket no. 2020-106-A - order no. 2020-344 May 7, 2020 in re: Actions in response to COVID-19

    This is a petition to waive the requirement that deferred payment plans (“DPPs”) for the payment of arrearages on regulated utility bills be limited to six months and allow utilities the ability to offer customers a longer deferred payment plan; and, also, to allow utilities an additional extension to file 2019 Annual Reports. These proposed waivers are in further response to the State of Emergency regarding the COVID-19 pandemic and the resultant increase in unemployment and other issues.

    Commission directive

    This directive from the Public Service Commission grants waivers of certain PSC regulations and seeking expedited action by the Commission. ORS’s request follows correspondence from Governor Henry McMaster asking ORS to communicate with all regulated utilities and cooperatives serving the State of South Carolina and effectuate the Governor’s request that utilities do not suspend essential services for nonpayment during the COVID-19 State of emergency.
