Pursuant to Concurrent Resolution 4484 of 2006, the Education Oversight Committee (EOC) on March 15, 2006 recommended to the General Assembly criteria to implement a statewide full day four-year-old pre-kindergarten program for children who qualify for free- or reduced-price lunches. Among the recommendations of the EOC to the legislature was the administration of this program by a single state agency. The recommendation was based on the experiences of Georgia which has a universal four-year-old pre-kindergarten program in both public and private centers. This is an evaluation of that program.
