Abstract
The HOME Rule requires that the environmental effects of each activity carried out with HOME funds comply
with the provisions of the U.S. Dept. of Housing and Urban Development’s (HUD) regulations implementing
the National Environmental Policy Act of 1969 (NEPA) and the related authorities listed in HUD’s
implementing regulations at 24 CFR Parts 58. An environmental review must be conducted considering
federal laws, authorities, and regulations which address noise, air quality, historic properties, floodplains,
wetlands, water quality, solid waste disposal, man-made hazards, farmlands protection, wild and scenic
rivers, coastal areas, endangered species and others. This manual will guide you through the environmental review process. As soon as a site is identified, the
environmental review process should begin.
