South Carolina youth access to tobacco study (SYNAR), FFY 2008 : overview

Abstract
Youth volunteers ages 15-17, under trained adult supervision, conducted 501 random, unannounced cigarette purchase attempts in all 46 counties. These outlets were randomly sampled from the estimated 6,500 outlets in the state. The results indicated an estimated overall sales rate (also known as a Retailer Violation Rate or RVR) of 12.4%. This rate is far below the federal standard of 20.0% and substantially lower than the RVR of 63.2% in FFY 1994, which was the first year of the study. However, this is our highest rate since 2002.
