Abstract
County Council members who are also school district employees may abstain from acting on a personnel matter involving a county employee who is an elected member of the Board of the same school district that employs them, but under the facts as presented, are not required to do so. The county employee who is an elected member of a school board which employs elected members of county council should disqualify himself from acting on matters pertaining to the school district employees/council members in his capacity as a school board member.
