Abstract
Commission on Higher Education takes this proviso as an opportunity to provide the General Assembly with a better sense of context for making decisions regarding the allocation of state resource for the purpose of providing public research institutions, comprehensive universities and two-year campuses of the University of South Carolina system with an incentive to hold flat tuition and mandatory fees for full-time in-state students.
