Abstract
The 1996 Health and Human Services Plan is a vehicle that puts families first. The central themes of the Plan point to a new direction in improving the health and social status of South Carolinians. The 1996 Health and Human Services Plan is responsive to the problems faced by our neediest and most vulnerable citizens. It is also responsive to the taxpayers who support these efforts. The Plan stresses individual and family responsibility paired with a system that delivers high quality support with the goal of ending dependence. The Plan also emphasizes prevention, governmental accountability, and uses strategies that achieve positive results.
