Abstract
Members of the General Assembly requested a performance review of the S.C. Department of Probation, Parole and Pardon Services (SCDPPPS). The audit objectives were to: Examine SCDPPPS’s use of composite bank accounts to ensure that accounts are used effectively and are properly monitored. Determine if SCDPPPS has adequate policies and procedures addressing the use of state resources, particularly regarding state cell phones and computer equipment.
Review SCDPPPS’s personnel practices, particularly hiring and promotional practices, for compliance with agency policy and state and federal laws. Review the revenues and expenditures of the Ignition Interlock Device program for compliance with agency policy and state law. Review SCDPPPS’s caseload and workload standards for appropriateness and accuracy.
Review SCDPPPS’s compliance with state procurement requirements, particularly with regards to sole source and emergency procurements, as well as the disposal of surplus property. Examine SCDPPPS’s methodology for calculating the number of individuals and the expenditures that have been avoided due to the reductions in the revocation rate. The findings are detailed in the report.
