Abstract
Preventing substance abuse problems before they develop can be a challenging endeavor, but research - coupled with years of programming - has taught us that prevention is the most efficient, cost-effective approach. The Palmetto Retailers Education Program (PREP) is designed to encourage and promote partnerships between licensed alcohol retailers, tobacco retailers, law enforcement and communities - partnerships that are dedicated to preventing and reducing alcohol and tobacco problems throughout South Carolina.
