A review of the South Carolina Education Lottery and its oversight of retailers and players

Abstract
This review was conducted in two parts: (1) the appropriation and use of lottery funds, over which the South Carolina Education Lottery (SCEL) has no authority; and (2) the performance and management of SCEL. The first part of the review was published in June 2018. In this report, the findings are summarized from the second part of the audit, which had the following objectives: Review the administrative costs and practices of SCEL ; Review SCEL’s internal controls related to the retail sale of tickets ; Review SCEL’s internal controls regarding frequent winners of lottery games ; Determine whether SCEL “should be continued, revised, or eliminated,” as required by S.C. Code §2-15-50(b)(2).
