Abstract
Section 48-39-140(C) guides the Department to conduct public hearings for permit applications when deemed essential. In accordance with Section 48-39-150(B), if twenty or more citizens or residents from the impacted county or counties make such a request, the Department is obligated to arrange a public hearing before making a decision on the application.
