Monitoring report : settlement agreement between the United States and the South Carolina Department of Juvenile Justice

South Carolina Department of Juvenile Justice
Abstract
On April 13, 2022, the United States Department of Justice (DOJ) and the South Carolina Department of Juvenile Justice (DJJ) entered into a settlement agreement1 to resolve all issues associated with an investigation at Broad River Road Complex (BRRC or Facility)2 to assess whether DJJ failed to protect youth from physical abuse by other youth and by staff and whether DJJ subjected youth to prolonged solitary confinement. The agreement aims to “remedy the alleged constitutional violations identified by DOJ” and to ensure that “the conditions in the Facility support the rights of youth confined there, encourage rehabilitation, and improve the likelihood that youth will succeed upon release.”
