Abstract
The South Carolina Education Accountability Act of 1998 mandates that all public school students pass an exit examination as one requirement for earning a high school diploma. The federal No Child Left Behind Act of 2001 mandates that states assess public high school students’ academic achievement in reading, language arts, and mathematics. The High School Assessment Program tests were developed to meet both statutory purposes by serving as a criterion for eligibility to receive a South Carolina high school diploma and as a primary source for reporting the federally mandated data required by the NCLBA.
