Abstract
The South Carolina Department of Natural Resources (SCDNR) is the state agency charged by state law with the management, protection, and enhancement of wildlife, fisheries, and marine resources in South Carolina. The agency’s mission is to serve as the principal advocate for and steward of the State’s natural resources. Further, under S.C. Code of Laws Title 50 Chapter 15, the SCDNR is charged with protecting species listed as endangered or threatened. Currently, there is no allowance for take of a state listed species except expressly for scientific, zoological, or educational purposes, for propagation in captivity of such wildlife, or for other special purposes (§50-15-40(D)). The SCDNR’s Office of Environmental Programs section reviews proposed environmental impacts published by the regulatory arena and provides science-based expertise to avoid and minimize impact to state protected species. The purpose of this document is to provide clarity for the avoidance of a take of a state listed species and what may be needed from permit applicants.
