The South Carolina Department of Health and Human Services administers Medicaid, South Carolina's grant-in-aid program by which the federal and state governments share the cost of providing medical care for needy persons who have low income. Medicaid was authorized by Title XIX of the Social Security Act that was signed into law by the President on July 30, 1965. Congress has continually changed the Medicaid Program since it was created. South Carolina began participation in the Medicaid Program in July 1968 under the South Carolina Department of Health and Human Services Finance Commission. It was renamed the South Carolina Department of Health and Human Services in 1995.
