Office of Ocean and Coastal Resource Management Documents

The Office of Ocean and Coastal Resource Management at the South Carolina Department of Health and Environmental Control is the designated state coastal management agency and is responsible for the implementation of the state’s Coastal Management Program. Implementation includes the direct regulation of impacts to coastal resources within the critical areas of the state including coastal waters, tidelands, beaches and beach dune systems; and indirect certification authority over federal actions and state permit decisions within the eight coastal counties.

    South Carolina beach preservation stakeholder workgroup final report

    DHEC OCRM convened a South Carolina Beach Preservation Stakeholder Workgroup to identify recommendations as the State implements a policy of beach preservation. In addition to defining beach preservation, the Workgroup examined several beach preservation topics including beach nourishment, pilot project processes, and the State's role in the beaches critical area, as well as issues associated with land management practices. Potential recommendations and actions related to these topics were discussed, and six final recommendations were identified by the Workgroup. These recommendations along with other key findings are outlined in this report, and will assist DHEC OCRM with identifying opportunities for internal process improvement, potential changes in law, and actions where additional partner involvement is necessary to provide more effective beachfront management.

These plans provide guidance to state and federal agencies on local policies, regulations, and procedures related to beachfront management. These plans are also an important resource for beachfront emergency response and damage assessment programs.
