    Mega sites are large, readily developable sites with a minimum of 1,000 acres that have access to the critical infrastructure and skilled workforce that major industrial users require. This mega site assessment is focused on those sites that would meet the requirements and demands of a nearterm project for a major single-user industrial facility such as an automotive manufacturing plant, a steel fabrication operation, or a semiconductor facility.

The Passenger Rail Investment and Improvement Act of 20081, which became law during the course of this study (October 2008), established a new set of Rail Plan requirements, which are met in part, but not in whole in this document.
