    This presentation was prepared by the Office of Highway Safety and Justice Programs in the South Carolina Department of Public Safety to provide information to employees and subrecipients concerning their civil rights responsibilities. Upon acceptance of federal funds, subrecipients are required to comply with federal civil rights laws. We also hope this will be a useful tool in the successful administration of your agency’s mission.

    State-funded School Resource Officer Program open solicitation

    The purpose of the SRO Program is to fund full-time certified law enforcement officers to serve as SROs in schools that otherwise would lack the adequate resources to hire their own SROs. SRO Program funds may be used to pay for the salary and employer contributions (fringe benefits), as well as law enforcement equipment and training for new and existing state-funded SROs based on a documented need. This OPEN SOLICITATION is only for requesting salary/fringe, training, and equipment for new state-funded SRO positions that have not been previously awarded. The solicitation for continued funding for existing state-funded SRO positions, training, and replacement equipment along with new positions will be available in January/February of each year.

The purpose of Byrne SCIP is to further the Department of Justice’s mission by assisting state, local, and tribal efforts to prevent or reduce crime and violence, with a particular focus on gun violence and the programs and initiatives that target the risk factors that are likely to lead to this kind of violence.

    The Office of Highway Safety and Justice Program’s highway safety planning process is a data-driven effort consisting of problem identification, project development, project selection, and program evaluation. The process began with a statewide statistical overview to give a picture of the highway safety problems in general in the state of South Carolina. Once funding priorities were determined, a project development plan was developed.

    The SC Department of Public Safety, Office of Highway Safety and Justice Programs, has been designated as the State Administrative Agency for the Paul Coverdell Forensic Science Improvement Grant Program for South Carolina. The purpose of this grant program is to improve the quality and timeliness of forensic science and medical examiner/coroner’s office services. Among other things, funds may be used to eliminate backlogs in the analysis of forensic evidence (including controlled substances, firearms examination, forensic pathology, latent prints, questioned documents, toxicology, and trace evidence), and to train and employ forensic laboratory personnel, as needed, to eliminate such a backlog.

    The South Carolina General Assembly has designated non-recurring state funds for the purpose of providing financial assistance to local units of government for the purchase of body armor for its law enforcement officers. The South Carolina Department of Public Safety’s Office of Highway Safety and Justice Programs (OHSJP) is charged with the responsibility of the administration of the state-appropriated Body Armor Assistance Grant (BAAG) Program.

    The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the leading source of federal criminal justice funding to states and units of local government. The South Carolina Department of Public Safety’s Office of Highway Safety and Justice Programs has been designated as the State Administrative Agency of the JAG Program for the state of South Carolina. The purpose of the JAG Program is to support state agencies and units of local government in carrying out specific programs, which offer a high probability of improving the criminal justice system. JAG funds may be used to provide additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice purposes. Nine authorized federal program areas define the nature and scope of eligible programs and projects.

    The purpose of this manual is to outline the specific criteria to be followed in the preparation of Highway Safety grant applications and to assist potential applicants in determining whether a proposed traffic safety activity is eligible for funding. The manual provides direction for the state's highway safety planning process and presents concise guidelines to assist eligible applicants in obtaining federal funding support for highway safety programs. Highway Safety funds are received on an annual basis from the National Highway Traffic Safety Administration of the U. S. Department of Transportation.

    The South Carolina Department of Public Safety’s Office of Highway Safety and Justice (SCDPS) is the state administering agency (SAA) for the federal Edward Byrne Memorial Justice Assistance Grant (JAG) Program. In 2023, the SAA’s office partnered with the National Criminal Justice Association (NCJA) to develop and distribute a stakeholder engagement survey to inform the JAG priorities. Through a collaborative effort, NCJA and SCDPS collaborated to create and distribute a 25-question survey to a broad spectrum of criminal justice system partners to help determine statewide criminal justice priorities.

Every five years, a new comprehensive strategic plan must be submitted with the federal grant application, detailing the state’s funding priorities, how these priorities were identified, and how JAG is expected to be allocated within and among the nine program areas.
