These outlets were randomly sampled from the estimated 6,500 outlets in the state. The results indicated an estimated overall sales rate (also known as a Retailer Violation Rate or RVR) of 12.4%. This rate is far below the federal standard of 20.0% and substantially lower than the RVR of 63.2% in FFY 1994, which was the first year of the study.
