    The Carolina Yardstick workbook helps you create an attractive and healthy yard by working with South Carolina’s environment, rather than against it. Using science and lessons learned from hundreds of years of combined experiences, the Carolina Yards program uses simple and effective principles and actions to provide guidance towards a low maintenance and low environmental impact yard.

    The Reedy River master plan

    Clemson University’s Center for Community Growth and Change developed the Reedy River Master Plan Project under the joint sponsorship of the City and County of Greenville. The project emphasized public input and participation to develop a master plan that will serve as a framework for development within a sixteen-mile stretch of the Reedy River, spanning from the river’s headwaters in Travelers Rest to Lake Conestee. The proposed master plan provides guidance to both public and private sectors, defining areas for various types of land uses (i.e., open space, active recreation, commercial, residential, etc.) surrounding land uses, infrastructure, river and land characteristics, and natural resource considerations.

    Possible effects of the shrimp-baiting fishery on the economic performance of the South Carolina traveling industry and related economic impacts

    The objectives of this report are: 1. To estimate the microeconomic performance of representative owner/operators in the South Carolina shrimp trawler industry, under current conditions; 2. To simulate possible effects of the shrimp-baiting fishery on the economic viability of the South Carolina shrimp trawler industry; 3. To estimate the economic impacts of potential reductions in the South Carolina shrimp trawler fleet on the South Carolina coastal economy under scenarios of sustained reductions in commercial landings.

    Identifying competencies possessed and skills needed of entry-level college graduate agribusiness employees

    The objective of this research is to determine what weaknesses and strengths agribusiness managers observe in their recent agricultural and business college-graduate employees. That is, we seek to identify “gaps” between the knowledge, skill, ability, and trait areas (KSATs) of entry-level college graduate employees and the KSATs required for successful careers in agribusiness. We do so by conducting a nationwide survey of agribusiness firms.

    The projected economic & fiscal impact of exempting military pension income from South Carolina income tax : assuming full exemption implemented following sunset of Act 272

    This study examines the impact that exempting military pension income from South Carolina income tax would have on the state’s economy as well as state and local net government revenues. The model uses dy-namic scoring, that is, it accounts for the impact from economic changes predicted to result from the change in tax policy feeding back into state and local government revenue. This report assumes the implementation of a full exemption following the 2020 sunset of SC Act 272 of 2016.

    School quality and property values in Greenville, South Carolina

    This study estimates the impact of school quality on property values within the city limits of Greenville, South Carolina. This study differs from others in its use of a relative, rather that an absolute measure of school quality. We apply a hedonic pricing model to estimate the impact of K-12 rankings on the real constant-quality housing values. Based on 3,731 housing transactions carried out from 1994 to 2000, our results suggest that those who choose to live within the city limits of the study pay a premium to live in high quality school attendance areas. Therefore, high-ranked schools have values capitalized into single-family house prices. Further, greater distance to assigned K-12 schools has a negative impact on the value of the property.

    Social and economic futures are dependent on numbers of housing units, families, households and individuals, and on many characteristics of aggregate populations. Concern is, of course, directed to geopolitical entities; i.e., geography having permanent administrative boundaries. Research reported in this manuscript is focused on the states of North Carolina and South Carolina, and counties within the two states.

    Estimation and analysis of expenses of design-bid-build projects for stream mitigation in North Carolina

    The regulatory authority to require stream mitigation in North Carolina has now been in place for 10 years. The goal of this study was to provide EEP officials with objective information that they could use to improve management of projects for stream mitigation. The first objective was to precisely and thoroughly account for all of the expenses of previous design-bid and design-bid-build projects. The second objective was to rigorously analyze the effects of stream length, location, and other project characteristics on the contractual expense of these projects.

    Demonstration and evaluation of processed forest biomass in bioretention cells for reduction of wildfire hazard and treatment of stormwater runoff : final report to the South Carolina Forestry Commission

    A bioretention cell is a space-saving method to manage stormwater runoff from streets and parking lots. The purpose of this project was to demonstrate the use of processed forest biomass in a bioretention cell at an industrial park in a developing area of South Carolina and evaluate the environmental performance and costs of this cell.

    What is a “warranty sale,” and why is it prohibited? : a guide for applicators and homeowners

    According to the Rules and Regulations for the Enforcement of the South Carolina Pesticide Control Act, a “warranty sale” is the sale of a contract or warranty that is not backed up by a treatment performed by the company that issued by the contract. Warranty sales are prohibited unless exempted in writing.
