    What in DHEC is healthcare quality?

    The goal of the project is ultimately delivering efficiency, consistency, and relevancy in routine information sharing with the public on Healthcare Quality topics through effective team management. The focus of this project is on making information related to Healthcare Quality services more accessible to the public.

    Feasibility of regulating at the state level air emissions from sources emitting per- and polyfluroalkyl substances

    The Department of Health and Environmental Control (DHEC) Bureau of Air Quality (BAQ) is responsible for implementing federal and state standards for air pollutants, such as criteria pollutants, hazardous air pollutants, and toxic air pollutants. There are currently no federal or state (South Carolina) standards or regulations for PFAS. The feasibility of DHEC regulating air emissions from sources emitting PFAS must be determined based on the number of variables and associated costs.

    Workplace violence & sexual harassment training

    The SCDOT requires all new employees to attend a Workplace Violence and Sexual Harassment training in their first 90 days of employment. It is not uncommon for employees to attend trainings in neighboring districts or counties. Since employees attend trainings across other districts, we increase the risk of employees working beside each other with varying understandings of the Agency’s Workplace Violence and Sexual Harassment policies. The goal of this project was to gain an understanding of similarities between SCDOT and other state agencies in their facilitation of workplace violence and sexual harassment training with an end goal of developing consistent material across the entire agency

    Routine planned highway maintenance performance tracking and budget tool

    The Department of Transportation sees a lag in its scheduled routine maintenance in the field. This project explores this problem and attempts to establish a system which uses real field data and an operational area focused approach to establish annual goals with the capability of measuring accomplishments.

    Preventing additional respondent backlog

    Potential Healthy Connections Medicaid beneficiaries must apply and be deemed eligible for Medicaid coverage in one of the qualifying categories. If someone is deemed eligible for Medicaid, case documents are reviewed periodically or when there is a change in circumstance, such as finances, marital status etc. to ensure the person continues to meet the Medicaid criteria for coverage. If a Medicaid applicant or beneficiary disagrees with an eligibility decision, such as does not qualify or no longer qualifies for benefits, he/she has the right to file an appeal. Currently there is a backlog of eligibility appeal cases, and the goal would be to have no backlog.

    Capturing application of pavement treatments

    For many years SCDOT was not able to adequately fund its pavement programs. Budget forecasts are created using a series of pavement performance models that estimate the future condition of pavements. There are many variables that effect the accuracy of these models. One of the most important is knowing what treatments have been applied to the pavements in the past. Being able to capture this information and apply it to the models increases the accuracy of forecasted conditions. Currently there is no consistent method of collecting this data. Over the course of this project different avenues and procedures will be examined to establish a reliable method of collecting the needed information.

    Enhancing workplace culture through strategic internal communications

    Internal communications are an important part of any workplace. With more strategy and more consistency, we can create an internal communications program that gives everyone access to the information they need, makes it easier to stay informed, and fosters a more meaningful and collaborative culture. By setting new expectations - and fostering an environment that solicits feedback, encourages participation, and strives for continuous improvement - we can begin to build the internal communications program that SCPRT needs and deserves.

    Creating more off duty time for frontline firefighters while maintaining adequate fire response

    The goals of this project were to determine if it would be possible to continue to provide adequate response to wildfire calls while reducing the number of available fire fighters during on call hours.

    Establishing performance standards in South Carolina’s Women, Infant and Children (WIC) Program

    The goal of this project is to establish effective performance standards that can be used statewide to enable a system of performance management, which will result in an increase of the WIC Program’s participation. An increase in the WIC Program’s participation means more citizens are being provided with WIC services, services that have been proven to improve health outcomes. Ultimately, this project supports DHEC’s vision of Healthy People living in Healthy Communities.

    Making credentialing better : a process to bring all of SCDMH agencies credentialing under one umbrella

    Credentialing is a systematic approach to the collection and verification of a health care provider's professional qualifications. South Carolina Department of Mental Health is searching for a system that will allow employees to complete the process for credentialing online. The program must allow new employees to complete the process online, this will help alleviate misplacing of paperwork. This will also speed the processing by allowing new employees, as well as old employees their own login process.

    Education-awareness letters to the Medicaid provider community

    SCDHHS currently does not have a process in place for making providers aware of their billing anomalies without conducting a review/audit of them. SCDHHS needs an effective process for sending education letters to members of the South Carolina Medicaid Provider community with atypical billing patterns and for tracking the impact of the letters on the providers’ future billing behavior. The goal is to have data mining carry the weight of this project by utilizing minimal resources and time. implementing this proposed process of sending education letters to address the providers’ billing behavior, will allow the Division of Program Integrity to monitor the behavior without conducting a comprehensive review and investigation. This, in turn, will benefit the department as it will be counted as a cost avoidance measure using minimal manpower and resources, which will result in better outcomes and save on provider reimbursements.

    Creating a vendor and contract management system

    In this project, the team set out to alleviate problems relating to how outside services were managed by researching and developing a comprehensive agency-wide Vendor and Contract Management System. The goal was to start gathering vendor data from other departments and divisions within the agency, as well as historic and current data from SCEIS, to determine what vendors the agency had used in the past, what vendors the agency was currently using, how those vendors were selected, what services those vendors offer, and at what cost to the agency. From that data, the team would determine the current situation as it related to current vendors - to ensure no duplication of services (i.e., more than one vendor providing a single service), as well as determine if the agency was actually receiving the service for which it was paying. Ultimately, a vendor and contract system whereby every service was accounted for, from contract signing to the end of the contract’s term.

    Fatalities in the workplace

    SCDOT's Agency Events Office is taking the lead to develop and implement an agency-wide policy for handling workplace fatalities. In conducting this research, several areas of improvement were identified. As a result, SCDOT is also committed to implementing several new processes to better assist field units, who are the front line when tragedies occur. The new processes identified are incorporated into the agency’s overall procedures.

    Mitigating the human element : automating the 64

    On a quarterly basis, SCDHHS is required to submit a CMS-64 report, where both administrative and Medicaid expenditures are provided to the Centers for Medicaid and Medicare Services to compute the federal financial participation for the State’s Medicaid costs. During an internal audit of SCDHHS’s Federal Reporting division, it was determined that the process of completing the CMS-64 would benefit from automating the reporting process to the extent possible to minimize the risk of human error and ensure that the information being reported to CMS is accurate.

    Fraud referral system

    The Fraud Division in the Department of Insurance was established to replace the one in the Office of the Attorney General. The Fraud Division should be outfitted with the best process and tools that they can use in identifying and investigating fraud. An information system is needed to help manage and deal with the number of South Carolina fraud complaints coming in from various sources. The creation of that information system is what this project is about.

    Building a collaborative team approach to healthcare

    Multidisciplinary treatment teams are commonly used in healthcare as a method to help promote recovery. A specialized treatment program, entitled NAVIGATE was developed and implemented at Spartanburg Area Mental Health Center in 2021. This paper explores the question: how would the reorganization of all staff into treatment team pods impact patient care for those seeking treatment for serious mental illness?

    Human resources eToolKit : a proactive approach to human resources

    Admin policies, procedures and forms are stored on Admin’s SharePoint intranet pages for employees to access as needed. Most employees (supervisors and non-supervisors) do not utilize Admin’s SharePoint pages to access these policies and procedures. Autonomizing certain portions of this process would assist in making this more process efficient.

    Incorporating telematics with SCDOT’s fleet management

    Telematics systems offer ways to manage the fleet in real-time by promoting safer driving practices, proactively monitoring vehicle and equipment diagnostics, and even automating some of the functions these assets perform. These benefits have to be weighed against the initial investment cost, impacts to employee morale, and the need for additional staff to filter and act on the data that is being reported. The two telematics systems that the Department is currently using on a trial basis are both low risk in terms of initial investment, likelihood to initiate FOIA requests, negatively impacting employee morale, and need for additional staffing. These systems and others should continue to be explored in an effort to improve efficiencies and save costs across the entire fleet.

    How to efficiently improve our contact center

    The purpose of this paper is to review our current processes and develop a way to efficiently improve our customer contact center. The South Carolina Department of Motor Vehicles customer contact center is commonly the first point of contact for many SCDMV customers. Our job is to respond to customer inquiries about SCDMV products and services.

    Supplier outreach incentives

    The goal of Supplier Outreach (Business Outreach) is to support S.C. companies large and small, new or existing, with any supplier needs they may have currently and ongoing. This is achieved by providing personalized sourcing and matchmaking for large manufacturing facilities. Supplier Outreach staff can serve as a temporary point of contact for initial supplier requests. Currently there is no established process that heightens the awareness of supplier outreach services to prospective new or expanding companies. Ultimately, we want to be more intentional about cultivating and nurturing business relationships between new companies and existing suppliers to grow and expand their business.
