    The Santee Cooper Board of Directors held its final public comment meeting on October 8, 2024 to receive verbal comments from customers, the South Carolina Office of Regulatory Staff, the South Carolina Department of Consumer Affairs (Consumer Advocate) and other interested parties on the proposed rate plan. As a result of customer comments, internal review and direction by the Board, Santee Cooper management is recommending several modifications to the rate revisions proposed to the Board on June 10, 2024. A brief overview of the changes to the proposed rates can be found in this document.

    Santee Cooper is pleased to offer its 2024 Smart Energy Existing Homes Rebate Program. The Program promotes the implementation of high energy-efficiency measures. Rebates promoted through this Program aim to reduce Santee Cooper customers’ incremental cost to upgrade and install high-efficiency equipment over standard-efficiency options. This manual outlines the requirements for the 2023 Rebate Program Year.

    2025 Commercial Prescriptive Program Manual

    This manual outlines the requirements of the 2024 Rebate Program. The Program promotes the implementation of high-efficiency energy conservation measures. Rebates promoted through this Program aim to reduce Santee Cooper customers’ incremental cost to upgrade to high-efficiency equipment over standard-efficiency options and to install other energy efficient products. The following is a list of measures to be included in this Rebate Program: Lighting and lighting controls ; HVAC equipment ; Building envelope and other facility improvements ; Commercial refrigeration equipment efficiency upgrades and ENERGY STAR® qualified commercial appliances.

    Coal Combustion Residual Impoundment Inspection - Cross Generating Station Pineville, South Carolina

    This assessment of the stability and functionality of the Cross Generating Station (CGS) coal combustion residual (CCR) management unit is based on a review of available documents and on-site assessment conducted by Santee Cooper engineering staff. As detailed in this report, there are some recommendations based on field observations that may help CGS continue to maintain the management unit in safe condition. In summary, the CGS CCR management unit was generally found in satisfactory condition. No recognized existing or potential management unit safety deficiencies were noted at the time of inspection within the parameters of design and operation.

    Fugitive Dust Control Plan for Compliance with 40 CFR 257 : Disposal of Coal Combustion Residuals (CCR) from Electric Utilities CCR Units: (located at Cross Generating Station)

This document has been prepared for submission to the Board of Directors to report the information provided by Santee Cooper during the public comment period and the comments and questions received from customers.

    This assessment of the stability and functionality of the Winyah Generating Station (WGS) coal combustion residual (CCR) management units is based on a review of available documents and an on-site assessment conducted by Santee Cooper engineering staff on September 4, 2024. The supporting technical information was found to be generally adequate. The assessment team had several recommendations based on field observations that may help WGS to continue to maintain the management units in safe condition. In summary, the WGS CCR management units are in generally satisfactory condition for continued safe and reliable operation. No recognized existing or potential management unit safety deficiencies were identified within the parameters of design and operation.

    Winyah Generating Station Notice of Planned Participation 2024 Annual Progress Report

    Santee Cooper submitted a Notice of Planned Participation for the permanent cessation of coal combustion (retirement) subcategory in October 2021, including all the information required by the 2020 ELG Rule. The 2020 ELG rule also required submittal of annual progress reports.

    Review of Santee Cooper 2024 Request for Adjustment to Rate Schedule and Tariffs

    The Regulatory Assistance Project (RAP) has been hired by the South Carolina Public Service Authority, commonly known as Santee Cooper, to assist the Board of Directors in its review of the management rate proposal as an independent consultant, pursuant to Act 90 as passed by the South Carolina General Assembly. RAP’s review has three sections: 1. A review of typical rate-making principles and policy goals and how the application of these principles and goals should change in the context of a modernizing electricity system. 2. An overview of key cost allocation issues, with a specific emphasis on the definition and estimation of demand-related costs, and why they matter for rate design. 3. A discussion of rate design reform issues and options, with a focus on the residential and small commercial customer classes. Overall, we believe the 2024 request filing appears to be a responsible and substantial application for new rates.
