Governor Richard W. Riley issued Executive Order 83-234 on June 8th, 1983 empowering the South Carolina Primary Prevention Council to author a Health and Human Services Prevention Plan to address the definition of prevention, development of a prevention policy for the state of South Carolina, state of the art of prevention, and identification of major health and human service prevention problems with intervention strategies. The final draft was issued July 1984.
