Publication Rate Setting for Department of Technology(South Carolina State Library, 2019-07-21) Creech, Gabriel; South Carolina Certified Public Manager ProgramOffering numerous services is complex and expensive and, as a shared service center, the Department of Technology must set rates and bill for its services. Currently, the Department of Technology sets rates for its services through a manual process and lacks a continuous rate process. The current rates setting process at the department is inadequate, as its rates cannot be reviewed on a consistent or continuous basis. The implementation of a dynamic report and query system, definition and mapping of data elements and sources, and data capture and feed automation will modernize the Department of Technology rates process.Publication SC Department of Motor Vehicles Revenue Distribution Process(South Carolina State Library, 2019-02-01) Wicker, Kristin; South Carolina Certified Public Manager ProgramThe DMV revenue accounting department is responsible for entering the deposits from the various areas into the statewide SCEIS accounting system, as well as reconciling on a daily and monthly basis. The reconciliation and distribution process is a manual process, done completely on Excel spreadsheets. There are various individual reconciliations, which make up the overall total reconciliation file, and each one has its own process. Currently the monthly reconciliation and distribution process takes approximately 30 days, with the possibly of taking longer as additional revenues are collected. The desired future state would be to complete the process within the first 10 days of the month.Publication Restructuring Account Payables(South Carolina State Library, 2019-01-30) Guffee, Michael; South Carolina Certified Public Manager ProgramThis project streamlines invoices at the Department of Transportation. After analyzing the current Accounts Payable (AP) process it was determined the area needed to move to a process where each analysis was assigned to a specific location/department within SCDOT. This new type of structure was to create a closer relationship between AP staff and the SCDOT employees in the field and headquarters, AP analyst consistently working with an area where they are familiar with invoices and the work and processes that area has day-to-day and the ability to track and reduce invoice processing time.Publication Project Management Office Reporting(South Carolina State Library, 2019-03-11) Buru, KarlaThis project aims to improve the quality of data collected and the process of reporting project data done by Project Management Office Project Managers at the South Carolina Department of Health and Environmental Control . In July 2018, there were not any standards being enforced or monitored for projects and there was no centralized system for reporting project data within the PMO. In July of 2016, the South Carolina Department of Administration required under state privacy and security policies that agencies must ensure the information processed, stored or transmitted by its information systems and information repositories is appropriately classified.Publication Permanent Improvement Project Process Improvement(South Carolina State Library, 2019-01-29) Lopresti, Jennifer; South Carolina Certified Public Manager ProgramThe Capital Budget Office, a division of the Executive Budget Office, within the South Carolina Department of Administration, has been given oversight responsibility for the State’s permanent improvements program. All aspects of Permanent Improvement Project (PIP) request submissions from state agencies and higher education institutions need to be reviewed and updated to allow for an efficient process. This project will collect and review data relevant to the SC Code of Law requirements for permanent improvements, Joint Bond Review Committee (JBRC) and State Fiscal Accountability Authority (SFAA) policy requirements, and the quantity of permanent improvement project requests received/processed with their associated approval requirements based on the SC Code of Law and JBRC and SFAA. Jason; South Carolina Certified Public Manager ProgramOpen-Graded Friction Course (OGFC) is an asphalt mix type that is primarily used on segments of interstate routes in South Carolina to enhance safety. OGFC has an intended service life of 10 years. However, localized failures have been observed on many of South Carolina’s interstates within the first 3-5 years. The process improvement of the routing of invoice from receipt to Account Payable submission will provide transparency between the Division of Contracts and the DHEC program areas. Current standard operating procedures (SOPs) dictate that each well must be visited six times per year or once every two months. The purpose of this project is to investigate the potential for modifying existing SOPs by reducing the number of required site visits per year while maintaining the same level of data quality.Publication Improving South Carolina OSHA’s Outreach and Education Program(South Carolina State Library, 2019-02-04) Austin, Ted K.; South Carolina Certified Public Manager ProgramThis research project was developed in an attempt to identify areas of potential improvement within the Outreach and Education program. This project will investigate and evaluate the effectiveness of SC OSHA’s Outreach and Education programs. The programs offer training, education, consultations and inspections to public and private employers within the state of SC. While the programs are provided at no cost to all employers, there are significantly limited requests and utilization of the programs by employers. The main goal of the receptionist is to receive calls, transfer calls, and to input all calls into the database. Currently, there are no adequate processes and procedures in place to ensure that the calls have been properly transferred, inputted, and assisted. If these processes were in place, through accountability and controls, the agency can leverage the data and increase effectiveness and efficiency, which would ensure that clients receive adequate services to meet their needs.Publication Stabilizing South Carolina’s Blue Crab Fishery(South Carolina State Library, 2019-02-04) Floyd, Brad E.; South Carolina Certified Public Manager ProgramLaws governing the blue crab fishery in South Carolina fail to put limits on harvest or participation in both the commercial and recreational components of the fishery. It has been a goal for many years at OFM to propose legislation to bring our fishery laws in line with those governing the fishery in other states. It's believed that overall abundance of blue crabs is declining while the price continues to rise. This creates a potential management issue since there are no limits on effort, catch, or participation in the commercial fishery, and similar problems exist with the recreational component of the fishery. Current and former fisheries managers for OFM would like to see legislative changes to fishery laws that limit recreational harvest to a daily limit and cap the number of commercial licenses sold each year.Publication Improvement Process Between Accounts Payable and Procurement(South Carolina State Library, 2019-02-04) Johnson, Joyce C.; South Carolina Certified Public Manager ProgramA process improvement analysis was conducted between Accounts Payable and Procurement at the SC Department of Probation, Parole and Pardon Services. From 88% of the respondents, the outcome has proven that there is no adequate process in place with Procurement for Accounts Payable to receive the necessary information needed to adequately process invoices. The recommendations from this project are: All invoices received through mail (external and internal) are sent directly to Accounts Payable ; Advising vendors to send all invoices to the Accounts Payable department by placing the address of the agency and the Accounts Payable email address on all Purchase Orders and correspondence sent to vendors ; All purchases requiring a Purchase Order be made using a Purchase Order prior to the purchase being made.
