    Environmental review manual

    The HOME Rule requires that the environmental effects of each activity carried out with HOME funds comply with the provisions of the U.S. Dept. of Housing and Urban Development’s (HUD) regulations implementing the National Environmental Policy Act of 1969 (NEPA) and the related authorities listed in HUD’s implementing regulations at 24 CFR Parts 58. An environmental review must be conducted considering federal laws, authorities, and regulations which address noise, air quality, historic properties, floodplains, wetlands, water quality, solid waste disposal, man-made hazards, farmlands protection, wild and scenic rivers, coastal areas, endangered species and others. This manual will guide you through the environmental review process. As soon as a site is identified, the environmental review process should begin.

    2024 qualified allocation plan

    The federal Low-Income Housing Tax Credit (the “LIHTC”), including the 4% LIHTC associated with tax-exempt bond financing, is governed by Section 42 of the Internal Revenue Code (the “Code”) and regulations found in Title 26 of the Code of Federal Regulations. South Carolina Code of Laws Section 12-6-3795 governs the state housing tax credit. Thee Authority, as the designated LIHTC agency for the state, is responsible for the adoption of a Qualified Allocation Plan. The Authority may post bulletins or public notices on its web page; applicants are responsible to check for updates.
